Neil Chatterjee
Neil Chatterjee is the former Commissioner and Chairman of the Federal Energy Regulatory Commission (FERC) who has deep ties across the energy industry with extensive experience in the energy landscape both domestically and internationally. In his time at FERC, Neil distinguished himself by cutting through red tape and promoting innovation. He can provide insightful advice and council when navigating the highly regulated energy industry. While at FERC, Neil pushed for bolstering the power grid reliability and for boosting renewable resources’ ability to compete in regional power markets. Neil is a policy reformer who broke down market barriers for the entrance of new low-carbon technologies. Prior to his time at the Commission, Neil served as an advisor to Sen. Mitch McConnell (R-KY) where he aided in the passage of major energy, highway, and agriculture legislation.
Neil received his Bachelor of Science degree from St. Lawrence University and his Doctor of Jurisprudence from University of Cincinnati, College of Law.
Ryan Katofsky
Ryan Katofsky is a Managing Director at the Advanced Energy Economy, a national association of businesses whose mission is to help make the energy we use secure, clean, and affordable. Ryan manages AEE's state regulatory work and is focused on accelerating regulatory and business model innovation in the electric power sector. He also supports AEE’s various initiatives with data-driven analysis, research, and thought leadership. He is currently working to encourage adoption of certain technologies that can bring efficiency into the market. Prior to joining AEE, Ryan spent 20 years consulting to the advanced energy industry, utilities, and the public sector at Arthur D. Little, at Navigant Consulting and as an independent consultant.
Ryan received a Bachelor of Engineering from McGill University and Master of Science from Princeton University.
Doug Scott
Doug Scott joined the Great Plains Institute in early 2015 and is vice president of electricity and efficiency. Doug focuses on GPI projects related to his work as a former state official, including the Midcontinent Power Sector Collaborative, state energy and environmental regulator groups, the Carbon Capture Coalition and State CO2 Work Group, and utility business model/grid modernization, including the e21 Initiative.
Doug was appointed chair of the Illinois Commerce Commission in March 2011 by Illinois Governor Pat Quinn. He also previously served as director of the Illinois Environmental Protection Agency from 2005 to 2011. During those years, he chaired the Illinois Governor’s Climate Change Advisory Committee and represented Illinois in the development of the Midwestern Governors’ Association’s energy and climate accords.
A native of Rockford, Doug received his undergraduate degree with honors from the University of Tulsa in 1982 and a juris doctorate with honors from Marquette University, Milwaukee, WI in 1985.
